isStaticContent
Returns true if static content is being served for this call.
This function returns false in early pipeline phases such as ApplicationCallPipeline.Setup, because static content routing runs later during ApplicationCallPipeline.Call. For example, it cannot be used inside the CallId plugin retrieve block.
Use this function in response hooks such as PluginBuilder.onCallRespond or ResponseSent to detect calls that serve static content.
