Specifies an exponential delay between retries, which is calculated using the Exponential backoff algorithm. This delay equals to (base ^ retryCount-1) * baseDelayMs + [0..randomizationMs].
For the defaults (base delay 1000ms, base 2), this results in 1000ms, 2000ms, 4000ms, 8000ms ... plus a random value up to 1000ms.
