Specifies the block handler for every incoming PipelineCall in the ApplicationCallPipeline.Validators phase.
Use this for route-scoped validator plugins such as authentication, rate limiting, CORS, and request body limits. Interceptors registered in this phase on parent routes run before interceptors registered on child routes, so the relative order of validators follows route nesting.
